The gathering was uncovered on 17 October 2016 by a reference in an FBI examination report emerging from the Hillary Clinton email debate. Intrigue has been uplifted by the way that FBI reports allude to it as a "shadow government" inside the US State Department.[1] As of November 2016, just a single another reference to the gathering was known in the general population record, an email by Roberta S. Jacobson to her "seventh-floor associates."

This gathering stood out as truly newsworthy a year ago when an FBI archive expressed that the "seventh Floor Group" was the "Shadow Government" of the United States:

The reference of the "Seventh Floor" shows up on page 66 of the as of late discharged instant messages.

From CNBC:

One disclosure in the archives originated from a meeting with an unidentified individual who recommended that Freedom of Information Act asks for identified with Clinton experienced a gathering now and then called "the Shadow Government."

"There was an effective gathering of high-positioning STATE authorities that some alluded to as 'The seventh Floor Group' or 'The Shadow Government.' This gathering met each Wednesday evening to examine the FOIA procedure, Congressional records, and everything CLINTON-identified with FOIA/Congressional request," the FBI's meeting outline said.

This coming just weeks after Trey Gowdy and John Ratcliffe provided details regarding a "Mystery society of people" in the Page and Strzok instant messages.

From RealClear Politics:

Ratcliffe proceeded with: "We adapted today about data that in the quick consequence of his decision, there may have been a 'mystery society' of people inside the Department of Justice and the FBI, to incorporate Page and Strzok, conflicting with him. I'm not saying that really happened, but rather when people talk in those terms, they have to approach to clarify the unique situation."

Given the idea of the seventh Floor Group, which the FBI's own archive as the "Shadow Government", it appears to coordinate explanations by Trey Gowdy and John Ratcliffe.
