Generally, matter is static at its resting state and only bears potential energy until kinetic energy is introduced to any matter. For instance, a ball at rest is full of 'potential energy', and when it is kicked, that energy is transformed into 'kinetic energy', which is the energy of motion.
But time crystals, in fact, move while they’re at their 'resting state' or their 'ground state' – that is when atoms have the lowest amount of energy. They are like a ball that is constantly in motion. In other words, they are always unbalanced or unstable, down to the atomic level.
